Fascinators (also sometimes referred to as a hatinator when its base is as large as a hat or a cocktail hat when it’s smaller than the usual headpiece) are traditionally worn on the right side of the head.
This is said to be because gentlemen used to accompany ladies on the right side when attending formal occasions. So when a fascinator is worn on the right side of the head, it gets seen fully.

Now your dilemma: how to actually wear a fascinator with short hair. The short answer is: it’s not that hard! And it’s not complicated either. These days, fascinators come in many different styles and in many various ways to wear.
There are smaller pieces that can be held securely by a comb. And there are also others that are rather bigger and can be propped up by a very thin headband. Others are worn with an elastic headband.
The trick is to hide the evidence (of the piece that helps keep your fascinator in place). Style your hair in such a way that the fascinator sits atop your head like it sprung up there. You can achieve this with waves or teasing.
A side part on your hair looks great with a fascinator, by the way! Some waves at the end or even slicked back could work well too.
